Stop Hook Can Block Session Exit

The skill configures a Stop hook to run check-complete.sh. The script exits with failure and tells the agent not to stop when the plan has incomplete phases.

The hook and script logic directly show nonzero exit behavior on incomplete plans. This is an availability and user-control risk, not a data exfiltration risk.
