## Capabilities

- Guide retrieval of official outage notices through public JSON or UTF-8 CSV endpoints without API keys.
- Guide filtering notices by county, administrative district, and time.
- Summarize affected areas, estimated start and restoration times, causes, and household counts when available.
- Distinguish water outages from pressure reduction notices.
- Report empty notice lists and provide published service office contact numbers.
- Explain coverage exclusions and suggest the 1910 hotline for unlisted interruptions within Taiwan Water Corporation service areas.

## Use Cases

- Check a household interruption: Find notices matching a resident location and explain estimated restoration times or appropriate support contacts.
- Prepare a building notice: Summarize affected areas, timing, outage type, and published contact details for a building announcement.
- Review district notices: Compare published outages and pressure reductions across selected districts using available timing, causes, and household counts.

## Prompt Templates

### Check my area

```
Check current water outage notices for [county] and [district]. State the query time and explain whether this location is covered.
```

### Find restoration details

```
Find notices affecting [area] on [date]. Report the outage type, affected area, estimated restoration time, and published contact number.
```

### Prepare a resident update

```
Review notices for [building area] during [time range]. Draft a brief resident update distinguishing outages from pressure reductions. Label restoration times as estimates.
```

### Compare districts carefully

```
Compare notices for [district list] during [time range]. Confirm date formats and coverage. Separate empty results from retrieval failures and summarize available household counts.
```

## Limitations

- Coverage excludes Taipei Water Department service areas, Kinmen, and Matsu.
- Sudden pipe failures may not appear immediately; an empty list does not prove uninterrupted water service.
- Water bills and water quality information are outside the skill scope.
- Retrieval requires network access and curl or equivalent tools; endpoint failures and varying date formats require checking.

## Best Practices

- Confirm the water provider and service area before interpreting notice results.
- Include the query time and verify whether dates use Gregorian or Republic of China years.
- Use private temporary files and verify successful retrieval before treating a response as an empty notice list.

## Anti Patterns

- Treating an empty notice list as proof that every household has water.
- Using Taiwan Water Corporation results for Taipei Water Department service areas.
- Presenting estimated restoration times as guaranteed commitments.

## Security Audit

- Audited at: 2026-10-13T04:23:17.513\+00:00
- Summary: Eleven findings are false positives: Markdown backticks, official public data URLs, an abbreviated URL, and readable multilingual text. Two findings confirm predictable temporary file writes that can overwrite existing files or follow attacker-created symbolic links. No evidence found of prompt injection, credential access, or data exfiltration.
