## Capabilities

- Search speech text with keywords, combining space-separated terms using AND.
- Filter by speaker, meeting name, house, date range, and Diet session number.
- Retrieve individual speeches, meetings with their speeches, or lightweight meeting lists.
- Return speech identifiers, speaker metadata, dates, and source citation URLs when available.
- Expose total matches, returned counts, and the next record position for manual pagination.
- Request JSON through a Python standard library helper without API credentials or external packages.

## Use Cases

- Trace policy discussions: Find speeches on a policy topic within a date range and retain official links for further review.
- Check parliamentary quotations: Search a speaker and keyword, then inspect dated proceedings before quoting a statement.
- Collect historical meeting references: List meetings for a named committee or Diet session and retrieve selected meeting records.

## Prompt Templates

### Find topic speeches

```
Find three National Diet speeches mentioning [Japanese keyword]. Show the speaker, date, meeting name, and official source link.
```

### Filter a speaker search

```
Find speeches by [full Japanese speaker name] about [Japanese keyword] in [house] between [start date] and [end date]. Include source links.
```

### Inspect a complete meeting

```
List meetings matching [Japanese committee name] in Diet session [number]. Retrieve one selected meeting with its speeches and summarize it with citations.
```

### Review paginated evidence

```
Search speeches containing both [Japanese term A] and [Japanese term B] during [date range]. Review three pages and separate retrieved evidence from interpretation.
```

## Limitations

- Requires Python 3 and network access to the official API.
- New proceedings may appear about one month after the meeting; immediate coverage is not guaranteed.
- Each request returns at most 100 speeches or meeting-list entries, or 10 full meetings; pagination is manual.
- Does not retrieve legal provisions, voting results, or standalone legislator profiles.

## Best Practices

- Use full Japanese speaker names and bounded date ranges to reduce ambiguous matches.
- Use speech keywords for AND searches and the meeting-name filter for meeting titles.
- Keep official citation links and record dates; confirm publication lag before describing results as current.

## Anti Patterns

- Assuming an empty search proves that a topic was never discussed.
- Treating one returned page as the complete result set.
- Sending confidential information as search terms to the public API.

## Security Audit

- Audited at: 2026-10-13T04:03:43.777\+00:00
- Summary: All 34 static findings are false positives: documented API access, Markdown formatting, test assertions, or readable Japanese transcript fixtures. Requests use the official HTTPS endpoint with encoded search parameters; no evidence found of credential exfiltration, command injection, or prompt injection. This assessment reviews source context without executing the skill or verifying live API responses.
