Cloud Narration Selected Without Provider-Specific Consent
Video narration defaults to auto and selects ElevenLabs whenever ELEVENLABS_API_KEY exists. A video request can therefore send private narration externally without a provider-specific choice.
The instructions require a video request but no cloud-provider confirmation. pickProvider chooses ElevenLabs from an ambient key before considering system speech.
