phase gate가 테스트 통과를 확인한 후에만 TEST thread를 REVIEW로 이동합니다.
실패한 리뷰 작업 강등
fail 판정으로 구조적 변경이 필요할 때 REVIEW 작업을 DEV로 되돌립니다.
