Yes. The skill documents an HTTP API alternative when the Cooper MCP server is not connected.

Can it wait for a reply without a public webhook?

Yes. It documents filtered message waits and long polling, including waits of up to 55 seconds for message listing.

Can a human approve outgoing messages?

Yes. Approval mode requires a verified owner to approve each send. The skill also recommends drafts when authorization is unclear.
