Which contract types does this skill support?

It supports CPFF, CPAF, and CPIF cost-reimbursement estimates. It does not support FFP, labor-hour, or time-and-materials estimates.

Which data services are required?

Complete workflows require BLS OEWS and GSA CALC+ operations. GSA Per Diem operations are required when travel is included.

Can it decide whether a proposed price is fair and reasonable?

No. It provides neutral positioning data, while the Contracting Officer owns the determination and negotiation position.

How does it handle indirect rates?

It accepts disclosed estimates or user-supplied audited rates. User-supplied FPRA, FPRR, or DCAA rates take precedence over generic defaults.

How are workbook formulas validated?

The bundled validator checks formula structure and independently recomputes expected values. LibreOffice can execute formulas when available.

Can it build an estimate from an unstructured SOW or PWS?

Yes. It first decomposes the requirement and asks the user to confirm labor categories and SOC mappings before collecting build inputs.
